By 1837, Pamplona was under siege by the absolutist forces of Don Carlos. This situation cut off the supply of cash and caused a severe shortage of circulating currency in the area. This directly affected the Isabeline forces and their troops; poorly paid, they risked mutiny or desertion, jeopardizing the city's defense against the Carlist siege. Furthermore, the lack of circulating currency paralyzed the local economy. Faced with this situation, the Isabeline authorities decided to reopen the Pamplona mint, which had been closed just a year earlier, and began producing emergency currency worth 8 maravedís.
