Dear Numista Expert,
I have this old german silver coin from Baden

My question is - Is this black shiny thing on the coin normal? On both side. Is the coin not smeared with something? Is this coin is good or demaged?

Doesn't look like oxidation of the silver itself but of lacquer. Put it in a solvent like acetone and see if it dissolves.
Use the acetone only in free air.

This coin is good and not damaged. It was/is lacquered with "Zaponlack" (cellulose lacquer) which was common in Germany during the 60s/70s and as it got old, it starts flaking. You can remove the lacquer with acetone (either put the coin into it or use a piece of absorbent cotton drenched in acetone to wipe over the coin (caution: acetone pits your skin, so use a tweezer or something)). Afterwards you can put the coin into hot salted water together with a piece of aluminium foil and leave it there for a few minutes. Afterwards you can carefully wipe off the oxidation from the coin. In this condition, the coin has no very high value, about 15-20 Euro is the regular price for this piece in Germany.
