Issuing entities are needed for the Philippines.
So for the first part...please add:

Banco Español Filipino de Isabel 2a
Banco Español Filipino
República Filipina
Bank of the Philippine Islands
Philippine National Bank
Philippine Islands
Japanese Government (or similar for the occupation notes)
Central Bank of the Philippines
Bangko Sentral ng Pilipinas ( I don't know if it's needed, it's basically the same thing as the one above)

And now for the other request. During WWII there were a lot of emergency and guerrilla issues.
I've counted around 50 provinces who issued currency. So..I don't know if we should add all of them as issuing entities, or just add the notes under local banknotes with the name of the province in title.

Or another issuer under Philippines can be created. Philippines provinces or something..

Some are cities issues some are provinces issues, also some military and guerilla issues. I left out the ones with no SCWPM entries.
There are a lot of this specialized issues already in the catalog. I am just wondering if adding all the issuers is right, or creating Philipines Provinces under Philippines is better. Although not all of them are provinces...

• We can have a sub-issuer for the Philippines, like for other notgeld issuers (See Austrian and French Notgeld). Here is a sample of how it should look for the Philippines:

• we need to distinguish between the issuers (cities, provinces), the ruling authorities (governments), and the issuing entities (banks, armies, treasuries, ministries). So Aklan for example should be styled as "Area of Aklan" instead of "Aklan Military". Same for KKKK, US Forces, USAFFE, etc.

• For each issuer, we can have several authorities and issuing entities. For example, for Negros Occidental, Province of we can have these entities:
- Provincial Currency Committee
- Philippine National Bank, Bacolod Branch
...

• Leper Colonies and POW camps should be in * Tokens.

That looks great, it is the perfect way to organize them. Also I will like to referee this section once created. One thing I don't understand. Why do you think is better to put leper colonies and POW in tokens? The leper colonies coins of Philippines are in the coins section not tokens section.
In the future, there will be a Token section on Numista, just like Coins and Banknotes. Until then, the workaround is to store everything in the *Token issuer. However, this is not easy to manage with so many currencies. That's why in the meantime before the token section is up, we have the flexibility to keep some tokens in the coin catalogue.

I think otherwise, any coins/banknotes that have a limited circulation (for a specific event, institution, or product) should be in tokens.

The issuing entities with their names in Spanish also need to have their names in English as well.

'Banco Espanol Filipino' would be 'Spanish Bank of the Philippines'.

The issuing entities are added, with some comments:

-Bangko Sentral ng Pilipinas is indeed the same, but both English and Spanish names are in the database. they will be visible at some point in the future.

- "República Filipina" and "Philippine Islands" are not really issuing institutions, but rather the form of government/name of the country. I think the Treasury issued most if not all of these notes. If there was another institution, let me know.

Small problem I can't pick Peso- notgeld as a currency.
Hello,
this normally resolves itself overnight after you add the first note to that issuer. Can you please check if it's still not working and let me know otherwise
It works now and I think this can be marked as done. I will open another thread if I find other issuers although that's quite difficult.
