Bhutan's early hammered coinage?

I've compared the coin to the images on Numista (and in Krause) several times and still don't feel like I can positively identify it. The obverse seems to be KM-7.1 (the "sa", the moons, the dots, etc.), but the reverse doesn't match (especially the lower half). In many ways it looks closer to KM-3.1, but Numista and Krause disagree on some of the details for this attribution. The coin is copper, 19.5mm, and 3.47 grams.
