Currently Numista lists P# 31 varieties as ND with printing ranges. https://en.numista.com/catalogue/note206823.html

The notes P# 31a and P# 31b do have dates on them as seen on Bank Note Museum page http://www.banknote.ws/COLLECTION/countries/ASI/LAO/LAO0031.htm

Shouldn't dates be recorded as actual issue dates?

Well there is no P-31b in the catalog, that's another made up number. There should be a different listing for the 2015 note, as the difference in the coat of arms is quite important. Another difference is the text at upper centre on the back.

For everything else you are right, the year is 1988, and not that ND range of years.
