I have a banknote that I believe is missing in banknote catalog:

False alarm! Found it myself in RSFSR!

Surely this tells us that RSFSR should be under Russia and not the USSR? The reason it's currently under the USSR is that the RSFSR coins have been judged to have been issued after the formation of the USSR but this clearly doesn't apply to these notes.

It depends. RSFSR (Russian Soviet Federative Socialist Republic) was an independent socialist state from 1917 to 1922, and only afterwards it became the largest republic of the USSR from 1922 to 1991. So I'd keep it under Russia, also because those years were a transition period and some of banknotes still have coats of arms of Russian Empire, but from 1921 there's already coat of arms of RSFSR, which later became a part of coat of arms of USSR...

Same story with the 90's. Despite that officially USSR collapsed in 1991 there were still some banknotes issued dated 1992 with Lenin head and text "issued by national bank of USSR", that you have stored here under "Russia Ruble (1991-1997)".
