Second Council (Vatican Medal) Confused?

I have this Medal/ Coin- Marked 75% Gold, about 8 grams, and 23mm......Does anyone have any info on this? I've spent countless hours searching the web with very little luck.... The reverse is throwing me off. THANKS for any help!

Thank you for your help. I have only found two that have the same obverse/reverse but they were combined with other medals in lots.
