"Concordia King Joseph II 1794" unknown origin

Not my coin, so I don't know anything about it. I can't find any "King Joseph II" other than an emperor of the Holy Roman Empire who died in 1790. I find it rather unlikely that's the person depicted on this coin, given it's in English, and he was already dead when this coin was made. I'd also be interested to find out what that crest is if anyone has any ideas.
maybe it is Banyuls de Montferre (Joseph II de Banyuls de Montferre) Joseph (1764-1833)
although he has nothing to do with Concordia ...
