State code: two letter abbreviations for each state
Type Code: L (local issue), S (state issue), P (pattern), O (other, mostly boxes and roll wrappers)

Example: 3 Mills - Arctic Ice Company Kentucky is KY-L4 (already noted in the mintage comments)
