That seems to be a very fair price for that note comparatively. Of course I am not an expert at these but after a quick look on Ebay and Ampex The cheapest I could find of the same VF 1864 $10 note ungraded was $50 U.S at Ampex. At Ebay, the cheapest asking price was $80 U.S and much higher from there. Of course most of those were professionally graded. If it is in fact genuine, you might be getting a deal on it.
Although it is extremely hard to say for sure (from either a scan or photo) & without the note in hand, but I question the VF assessment. The reverse has 3 major (very soiled) vertical creases & 1 equally troubling horizontal crease. And yet the note seems okay away from these creases. Borders are very uneven (likely trimmed) with evidence of dark/deep soiling near them too. Light design (faded on both sides) the note smacks of being cleaned (or processed) to me and is more the "Fine" grade level. Unless this is an absolute "must-have" I would stay away from this one.
