Help Please

I bought this coin during a recent coin show. It's in bad shape, but I've seen our valued members identify coins such as this before, so I am asking for any help you can give.

I was told this was a 'Floater Coin' from the Vietnam Empire, probably 19th Century. It was named as such because the coin is so light, it floats on water.
The dimensions are 15.14 MM in diameter and .53 MM thick. It weighs .64 grams.
I know the details are hard to make out, so any help will be appreciated!!!
There are no identifiable characters and it is a lot smaller and lighter than most Vietnamese, Chinese, and Japanese cash coins. so I would just catalog it here.
