Russian (Polushka?) ID Help [opgelost]

This has the double headed eagle on the obverse but the reverse has me stumped. It seems to be Pyotr on the reverse but I can't find a match. It's copper, 13mm, 0.6g Any help would be greatly appreciated!

This is as close as I could find. Although your example is heavily worn and hard to decipher, the extreme weight difference is what is making it most difficult to positively ID. Are your scales accurate?
