I have
Blais's Price Guide (professional edition, used by coin dealers). This variety is listed as
1890 H Dbl. I (DEI) and has only a very small premium to it.
Based on the 9th edition (2017), in VF+ I estimate it at about CDN $43-48 (vs. $40-45 for the basic variety).
I don't think a 10th edition has come out yet. These are not published annually.
The standard catalogues, especially the Charlton, do not list all these small re-engravings. This was an age when coin dies were regularly touched up manually, so there are many such variations.
