It is certainly a modern replica or even play money.
The legend on the obverse reads Old Russian "РꙊСЬ" (modern Russian "Русь": Russian Land), with the ОУ monogram. Spelling of the /u/ sound as digraph or ligature became obsolete in the early 15th century. But there are no coins from that period which carry the regional name like that (at least not on Numista). Usually, coins carry the legend "tsar xyz of all Russia": всея Руси.
To me it's not clear whether the depicted person on the obverse is a man or a woman, nor if it imitates some historic portrait. Perhaps one of our Russian members has a bright idea on this.
