It doesn’t show a man reading from the Torah,
but a young man laying Tefillin ( Phylacteries) , which is a part of
Jewish morning prayer. The written text is a part of biblical verses referring to Tefillin.
It's some kind of religious token inspired from Exodus 13:16 והיה לאות על ידכה ולטוטפת בין עיניך meaning "And it shall be as a sign on your hand and as frontlets between your eyes". It's an interesting one, I would like to see the other side.
