For this item the lack of detail, poor quality of the calligraphy, hole, and color all indicate it's an imitation of an Ottoman coin used as a clothing ornament, otherwise known as a "belly dancer token."

Yes, an ornament with fake Arabic legends, based on a coin of Sultan Mahmood. Here is
another one which is very similar .
I suppose they were making new dies from a token instead of a coin, so that the design became more degraded over time.
