Unidentified coin, no specific identified language

Hi, I am looking for some help identifying this coin or possibly token. I found it 30 years ago while metal detecting near old railroad tracks in Utah. It was about 12-18" deep in the dirt. It's 7.2 grams and just a hair over 1" in diameter. It's fairly thick as well, about 2.5mm.

I don't think this is a coin. I don't see any writing, denomination, or country indicated. It seems to be some kind of decorative item.
