Japanese Medallion/Coin

Hi all need help identifying this medallion / medal. My mom used to collect interesting coins when she was little (about 30 years ago) and i cannot for the life of me find this medallion/coin on the internet. If anyone can help identify this or it's worth that would be amazing! Thanks
