The design details make me think this could be a coin of Deventer, which used a shield with an eagle, and the style of cross reverse was common in the Low Countries circa 1500.
I did not immediately see something in our catalog, but will keep looking.
Edit: Something like this coin, but with an obverse legend that might read: (Emperor's name) D G RO IMP on the shield side.

Of course there could be other places in the Holy Roman Empire using the eagle and this wording.
