Help about a colombian note [opgelost]

So i've had this note for a while now and i've been curious about the stamp on it. It says V.F.R. on it. I've asked a couple of people about this and the best guess is that it's a circulation thing where someone could've put his personal stamp on it. I still wanna hear other opinions what it might actually mean. Thanks.

-They're called “chop marks” & they're often seen on higher denominations.

Had one one a 500€ bill some years ago, thought it maybe shady money. According to imreh it says: 

The Arabic text reads: علئ فرهاذ  "ala FiRHAdz"
