Tax tokens should be in the coin catalogue.

During much disscussion in other forum posts there has become a debate on if tax tokens should in the coin or exonumia catalogue. These tokens were official issues of the states during the depression era. They mostly had the value of 1 mill (0.001) or 5 mills (0.005) and they could be used in transactions. Though they were made mostly to pay for tax, if you did gather enough of them you could use them as coins. I say because they are official issues and held actual value they should be in the coin catalogue.

Their intended usage was quite different to a coins. These should stay in exonumia.
