I clarified the guidelines, as they were not updated following the last discussion on the topic.

The guidelines now mention that the “stamps and other papers serving as a proof for tax payment or for a control” are out of the scope of Numista (https://en.numista.com/help/scope-of-the-numista-catalogue-200.html).

I removed the 3 narcotics tax stamps from the catalogue.

 

I'm not sure whether we should remove the catalogue “Scott Specialized Catalogue of United States Stamps & Covers” though. @JLHare mentioned that the catalogue could useful for tokens such as N#99780, which are in the scope of Numista.

I am out of town and will review the catalog when I get home next week.

I did not find the one I link as being in the reference. Not sure why I linked it. I did find the following in the reference and have added it along with the varieties mentioned in it.

Interestingly, U.S. encased postage stamps are the subject of an article in the E-Sylum of last week: https://www.coinbooks.org/v28/esylum_v28n06.html#article19

 

In the article, Heritage Auctions recommend 3 catalogues for encased stamps, but not Scott:

  • HB numbers: The Standard Catalogue of Encased Postage Stamps by Michael J. Hodder and Q. David Bowers
  • EP numbers: Paper Money of the United States 23rd edition by Arthur L. and Ira S. Friedberg
  • Reed numbers: Civil War Encased Stamps The Issuers and Their Times by Fred L. Reed III
