BEP minted foreign wet-ink transfer error.

I need help to identify the wet ink transfer error on this US $5.00 note. a transfer occurred with what looks like a first print of a foreign currency that the US BEP prints for. Remember the transfer appears as a mirror image. but if you think you know what banknote made the image please respond.
