I am not aware that they have any premium value on such notes in such conditions. I have about 10 pieces, all with a blue seal, and the conditions are almost the same or +/--. All these notes were collected via nor circulation in the US.

Perhaps you're correct although I've haven't seen silver certificates in circulation for many years. I based my answer on the following:
The good thing in the USA is that you can still get notes that are dated 1934 ($5 and $10), 1935 ($1) etc. I have few of them, of course they are in circulated condition.
