Help for identifying an old English coin

I need help for identification of this English coin: Weight is 0,98 gram, diameter is 18,5 mm (max), composition is silver.

I may be wrong but I think one side says CIVITAS LONDON not sure if that helps, and for the ruler maybe an Edward? (EDWARD I, Edward II, or Edward III) And I believe it’s a penny like this one.

The Rod Blunt's website was amazing. I have struggled with identification of Edward pennies.  This systematic method impress me and will be of great value for me.  Exact identification is still difficult because of the quality of the coin, but it makes it possible to find the right group, period and place of minting.  I have about 2 dozen of such pennies so this website will help me in a great extent.

It looks to me as 10cf4 (1309) spink 1413 or 10cf5 (1309-10) spink 1414

We don't yet have a page for the 10cf4 but this is the listing for the 10cf5 type N#324332. Interestingly, although classified under Edward I, this type was actually struck under the reign of Edward II.
