I don't think there is any really good way to value exonumia. It is more finding a buyer that will pay what your offering. I assume some older ones have ways to value them but for newer random tokens there isn't really that much value other than metal, but it always depends on the buyer.
So, clearly, buying exonumia is a totally foolish idea because you may not find another fool to buy it off you.
As with everything in this world it is simply supply versus demand.
As a foolish collector of Exonumia I do not obtain for the mere sake of profit. If I like an item, I may purchase or trade for it if possible. I may even pay more than I should to complete a set of a certain group.

Yes, currently have over 5000 pieces according to Numista. However, I have about 1000 pieces still to add to the Numista database

It can be different things that attract me to an item. I visited the place it is from, it is from my home state or area. It is a good price (IMO). Unique, lots of things will peek my interest.
What tells you the price you should pay for it?
40 Years of collecting. Researching online auctions for example.

No, Not really into paper Exonumia or Banknotes
Have over 15,000 coins, and only 28 banknotes that were all given to me.
Definately the trash/treasure, junk/jewels is the ruling paradigm.

If you are interested in how human culture produces myriad artifacts in amazing varieties, and imaginative and expressive art work, in every walk of commerce, play, rememberance, and celebration, or have any nostalgia for your own experience of handling these things, or wish to connect and understand how past generations operated their means, than exonomia is a vast and fascinating field.
Besides coins, I collect (thematical) exonumia that were used as coins more or less, for purchase, issued by entities other than the ruling authority.
I often find these pieces much more attractive and imaginative than official coins. Contrary to coins, some exos are true pieces of art.
As for the value - most post 1940 coins are “worthless” and yet - we collect them 😝
