Is it a coin ? [opgelost]

I'm not even sure if this is a coin or what it is. The top photo, lettering from the left looks like a : G , B or 3 or H or R or A,C or O,N,E or L, R or B ,A,N and E - maybe. Right side side can't read.

 Bottom photo from bottom left reads,: ASSOCIATED, Top middle,: IRISH, right side look's like a: M,I,N, maybe an E , then I can't make out until the last two, maybe a U and last maybe an S. It appears to have the year with,17 on the middle left & 89?(not sure about the 9) on the right middle.

 There are two crossed swords at the top of the shield an anchor at the bottom & it looks like an animal on the left above the anchor but I can't work out the right side. And above the shield look's like one of those wind up things above a well to wind up your bucket of water.

Measurement is : 27 mm

 I have one. It is a Conder Token from United Kingdom.

Okay, I didn't think it was a coin.. is the year correct 1789?

Don't have to answer the year, I wrote the question before I read everything.

 Yes, divided by the shield.
