The legend is Greek not Roman, could be a provincial issue but I doubt it. Also, while I'm not an expert on ancient Greek coins I'm almost certain this is a replica or tourist token, not an authentic coin.

Yes, SC means Senatus Consultum, “approved by the senate” so it would be Roman (if it was real).

I doubt it copies any real coin. The obverse is in Greek while the reverse is in Latin, the obverse portrait isn't that of any emperor or diety, the reverse is probably Poseidon or Neptune but it doesn't fit with the rest of the coin. It's just a fantasy issue.
