The “rarity index” is not an indication of rarity, it's just an indication of how many members here have one. 

It has a NRI of 95 precisely because “no one want or likes these.”

Joke aside, your examples are old coins and the topic object is just some modern base metal medal. There is quite the difference in desirability. But the NRI can indicate “rarity”, the point is it can but it doesn’t have to be the case (an entry can be new and people haven't added it yet to their collection or nobody wants one). Also a “rare” item doesn't always have to be desirable and as such valuable. 

Of course,it is like that.In fact,the rarity or value of a piece,whatever it may be,depends on the desire of the collector.If for me,a piece that no one wants or likes  is very valuable,it will be the rarest in my collection.Thank you very much for responding and excuse me for the joke.☺️
