I found conflicting information about this catalog on the Internet.

• The most recent I found was the 2019 version. 
• The cover of the 2009 edition looks better than the cover you shared
• The TokenCatalog never gives a number associated to Foss. Instead, they have a number for the catalog NDMT: “North Dakota Merchant Tokens - Peterson, Norman G. & Johnson, Norman L.” (see example)

Do you have a copy of the 2022 version of the catalogue? If so, can you please send bigger pictures of the cover and the inside page with publishing information, and maybe also one inside page so I can have an idea of how the tokens are listed?

I agree that cover looks much better. Not sure why he changed it.

You can find Bruce Foss under resources alphabetically on Token Catalog. Here is a list of tokens attributed to Bruce Foss on Token Catalog under FOSS.

I do, signed copy. As stated he is self published, at least the one I have is. Unfortunately the he did not assign number to the tokens in his catalog. In other references that have not provided reference numbers I have indicated the page numbers.

I believe it's best to use the code “Foss 7”, as page numbers most probably vary from one edition to the other.
