This design of notes is no longer exchangeable as of 30 of December of 2016. The best that you can do with these notes is go to a Reserve Bank of India location in India and attempt to exchange them there. It is not likely that you will be able to exchange them. Another option is to sell them on a site like eBay or at a local shop or swap for a collection piece or few here.

If your notes are in UNC condition, it is now worth more than the face value. Are you in the Klang valley area (KL/PJ). If you are try Amcorp Mall on a Sunday and see if you can sell them to a dealer there. Good luck.

No, I am from Australia. However, I do know that there are dealers operating stores (just tables) on very Sunday morning at Amcorp in PJ. You can bring your notes and try your luck there.
