English 4 pence coin.

Have looked at numerous catalogs to identify this coin. All show a head shot of Victoria on one side

regardless of date, none of just “Victoria Regina”. 

Any info appreciated.

It certainly looks old. Not a coin, but no less interesting.

There are hundreds of British tokens of various kinds in the Exonumia catalogue.
