What you have shown in your picture is a Numista page: N#377589 . This note is exonumia, classified as a reproduction. Reproductions are almost never made of high value materials such as gold or silver nor are most banknotes. Since this is a reproduction and not a banknote, it is most certain that it is created with simply a glossy ink. Glossy inks are fairly common; here is a quite cheap to purchase banknote produced in an economically strained period of Germany that was printed using glossy ink, for example: N#299580 . Reproductions are also generally produced in large quantities and sold at low prices. It is safe to say that your reproduction note is actually quite common, even though the rarity index says otherwise; most people who have it likely don’t seriously collect them or haven’t even heard of Numista.

Also, a side note, please make sure to post exonumia related topics and questions in the exonumia section of the forum. The people over there are more likely to be able to help better and faster than those of us in the banknote section.
