Identification of an Asian (Chinese?) [gold-plated?] Year of the Horse coin 1990 [opgelost]

@ The Origin of this Asian (suspect Chinese?) [gold-plated?] Year of the Horse coin, 1990, has been eluding me since I bought it and I would like to know anything about it that anyone can tell me, as I would like to sell it and give more detail than the previous seller could give to me, which was close to nothing. Any help with any aspect would be greatly appreciated. I don't discount that it could be exonumia, but I have no idea. Possibly, it belongs to a set, but that is speculation on my part. I have run it through Numista's image search and Google's image search on more than one occasion. Identification is my main concern, an idea of value, would be a bonus.

I didn't find any ebay listing of similar mint medals that mentioned gold plate so I'm guessing not.

I don't mind if it's gold-plated or brass, I only want the truth, and do you know, please, what the characters say?
