Hello. I am wondering if this coin is just damaged. The back of the coin has an odd stamp?

Looks like some rubber adhesive, might have been stuck on a trophy or something.
Would probably come off with Goo-Gone.
This is referred to as an Eisenhower dollar, you can also try to remove the residual adhesive by soaking it in acetone or nail polish remover over night and then gently rubbing. The coin is not in great shape so you wont really diminish value as it is still only worth a dollar but it will be a little more attractive with the adhesive removed.
Just pure acetone, nail polish remover has added chemicals

Just pure acetone, nail polish remover has added chemicals
[…] what are these added chemicals and specifically how can they harm or diminish the value of this 1971 Eisenhower dollar?
Damage probably not but they can make it smell like roses or what ever else depending on the added fragrance 😅 there is sometimes also stuff in it for your skin not to get dried out so much, that can leave behind a film.

The added chemicals such as mild acids can harm coins, always use pure acetone which is less expensive and works far far better, […]
BTW, few households have pure acetone just laying around the house. Nail polish remover is far more likely to be readily available and will not do any harm to this very modest, low grade, circulated, and essentially non desirable example of a Eisenhower dollar. […]
Looks like there was a sticker on the back of this Ike dollar, which was subsequently removed. What you see now is the glue residue, still worth a buck with or without the glue.
spend it! The look on the face of the clerk at Circle-K when you drop it in her hand will be worth a dollar!
Thank you all very much. I thought the same but best to check
