Moon buggy penny silver?

Found a good one for you guys to take a crack at. I have had very little luck with finding out what the thing is. Any help would be greatly appreciated.

 Though yours is silver colored, it was either made like that or someone later has plated it.

Looks silver to me. Too bad it's not in it's original packaging because this one sold for $202.00 last year.
