A doubled die error is when some/all of the design elements are engraved on the die more than once and somewhat offset. Every coin struck by that die will have the same appearance. For US coins doubled die errors are famous. Here's an example:
There were no doubled die errors for the steel pennies.
There is something called machine doubling where the coin is struck twice. It is a fairly common error especially when coins like pennies are produced by the billions.
As far as your coin, I do not see any doubling either, just a badly damaged coin.
