Coin or coin weight?

Hello everyone,

I need your help to identify this coin. The fact that the back is not minted makes me suspect it is a coin weight. It has very worn edges which would have made it useless as a weight 😅 
Along the edge I can only read BL, the letter before the B could be an O. Inside the cross are two letters in the lower quadrants. I think I can read a C (or S) in the bottom left and an A (or a P) in the bottom right. 

Around the cross I think there are two snakes on their tail (or maybe it's just a shield)

Weight 3 grams. The largest diameter is 16.20mm (but the edge is very worn) Thickness 2.10 mm

I am more experienced in the field of ancient and chinese coins, south-east asian coins included too!

I checked again the not minted side and I think is really non minted :)
