Greece
KennyG is right. This is a coin from Greece, very common world coin demonitized years ago. It's a circulating commemorarive coin so might fill a hole for someone, but look at that rarity index: 5. That means it's widely available.
PS: I see why you might think this was Russian, the Russian alphabet is based on the Greek alphabet going back over a thousand years so there are some similarieties in the script.
Have you tried Numista image search? Click the camera icon and upload images.
I might be wrong but seems to me there are so many easy ways to identify some coins than the job of creating a thread and taking pictures.
- Numista Image Search even just one side
- Google Image Search
- searching Numista just for latin letters that you can read and numbers “1967 1971 thc” will give the result
- searching Numista by what you see in the coin “phoenix soldier” will give the result
- Numista filters (size and year and “non precious”) will give the result
These are all great suggestions on how to ID coins.
From what I gather, Jeanne J is not a collector and is inquiring about an inherited collection. Identifying hundreds or thousands of coins can be VERY overwhelming for a non-collector. For me it's fun and a big part of the hobby. But I certainly understand why Jeanne J is asking for our help. The easiest way is to view the collection in person but Jeanne J lives about 1500 miles from me, so instead I invited Jeanne J to send group pics to me directly, maybe 20 coins at a time so I can quickly ID the coins. Its fun for me and I'd be happy to help.
“Foreign” - urgh, people who assume that everyone is from the same country as them, on an international website, annoy me.
To me US dollars are "foreign", @Jeanne J …

You're not wrong, but we're dealing with a non-collector who recently inherited a large collection and happened across this website while looking for help. JeanneJ has been courteous and curious in all posts. Let's ease this new user into the hobby :)

I agree with @TCon. Happy to Help… :)
I know she didn't mean anything by it. National defaultism just irks me; in this thread alone we have users from the US, Mexico, Brazil, India and Sweden 😅
Jeanne, please don't let my grumpiness scare you away! We are a nice bunch (except me, who proves the rule haha)!
