Possibly Kushan? Photos of Kushan coins are available at www.coinindia.com if you want to look through for a possible match. For best results with ID requests it's best to post the diameter to the nearest mm and weight to the nearest tenth of a gram, as described in the posting guidelines.  

Looks like the vassals or provincial regions of Kushan Empire minted coins in a crude way imitating the main Kushan Coinage.

I do not think there is much literature about it, but we always can find lots of images of those coins, for instance, Jouan Jouan coins:
