Too bad it's not uncirculated, then it would be certainly be worth adding to your collection. As a VF/XF note, it will probably never be worth much.
A star in number means a replacement serie, nothing more. The note will have some premium in price but in such condition it is rather doubtful
S/N 12927, in my opinion, is not low.

Most collectors consider serial numbers below 1000 to be low.
I just looked up Series 2021 & there's no data on the numbers issued (yet). It will come: but in the meantime, its always best to keep a star note until the verdict comes in on the # issued (& of course, the # kept- which is much more difficult piece of the puzzle to determine). But these 2 factors will determine the overall BV of any note. A good feature to your note is that the number is low since, in my experience at least, at times, this may indicate that the note is from a low replacement run.
When discussing the BEP FRN $1.00, which started over 60 years ago (includes ten SCWPM P versions) plus all the FRB suffix (bank codes the notes were issued by) plus the “A series” & other WEB versions, the various star replacements, you've really got to "dig deep" to determine whether you've got a “standard garden variety” or something collectible. I got a few UNC 2017 standard garden varieties issued by the "B" (NY FRB) in 2022 when everyone was wondering where the 2021 versions were & it turned out to be a 500,000,000 issue but the overall release of 2017 were 2.6 billion & that is why a 10,000,000 run of replacements can be tough & sought after.
Here's another useful site that usually gets the data from the BEP & publishes it in helpful tables according to the Blocks & where the notes were produced (Fort Worth TX or Washington DC).
