"NSE" mintmark on Australian souvenir medallions [opgelost]

Hi everyone,

I picked up a souvenir medallion at Sea Life Melbourne recently:

At the bottom is “1 of 3” as there were three designs available.  Just under the turtle's back legs is “NSE”.  Searching the catalog, I can find a handful of souvenir medallions with the letters: https://en.numista.com/catalogue/index.php?r=nse&st=all&cat=y&im1=&im2=&ru=&ie=&ca=3&no=&v=&a=&dg=&i=&b=&m=&f=&t=&t2=&w=&mt=&u=&g=&se=&c=&wi=&sw=

But none identify them.  I assume it is the mark of the mint which made them, and I was wondering if anyone knew who that was please?  I didn't think to look close enough at the machine which dispensed them!
