Can anyone tell me which Town / City this medal was for? 

 

32mm / 4g (Integer scales) / Aluminium

Clearly, minted in Birmingham.  Unfortunately for you, the usage was so wide and varied, as well as often prolonged for some years after minting, unless the medal has been counter stamped it is unlikely you will ever find out where it was used.  That information was most likely lost after it passed out of the hands of the original owner.  Sorry
