Looks like a Friesach denier, but i'm not sure.

There are a couple of candidates under the “Herzoge von Kärnten” section in “Münzen der Hohenstaufenzeit - Sammlung eines Gelehrten Teil II” (Adolph Hess, 1960), in particular nos. 1660 to 1662. These were minted under Ulrich II (1181-1202) [1660-1661] and Bernhard II (1202-1256) [1662].

The diameter is 13mm. Here it is with the same background. 😄
