They should be on any coin with the small circles at the bottom of the stem. Like the micro NIPPON on Japanese 500 yen coins (N#2122 ) I ask myself how the mints keep those tiny details on their working dies.
It actually shows up that everything is fine, you just didn't draw the conclusion that all stalks from 2000-2018 have 3 stars, and they are all km1411.
From 2019, km2446, there are no stars! But who cares, since it's already a new design, hence the new km#!

There never was any “new finding” communicated just someone pointing out something interesting that not everybody knows because it's so tiny (it's also not mentioned anywhere on the catalog page). Don't know why you had to initiate a major investigation and then rush yourself for no reason.
