It is a challenge coin from the Citrus Heights Police Department Shop with a Cop program. Most likely given to an officer for participating in it. The event features an officer (or multiple) helping out children get toys or other Similar items from Walmart (or another store) by taking them shopping mostly during December. Citrus Heights CA does this yearly since 2006 referencing an article stating it was the 10th Annual event of this type. I hope this gives you a general idea of the coins origin and purpose! ^^ I am unsure of its comp unfortunately.
