2 Pound UK coin

Hello, there is a confusing double entry (I think) of the 1989 UK 2 pound coin. The only differences are the mintage numbers and the KM number (KM 961 and KM960) but there is nothing else that is different.

- and I please get a answer? (I haven't been answered on this forum yet... have I done something wrong?)

I think it's the two pound coins with the different flag types, am I right?
