No, RPM's no longer can exist now that the mint mark are part of the master die. The mintmarks used to be hand stamped on the dies and sometimes they were re-stamped but starting in 1990 on pennies they are on the master die and are not hand stamped. What you have looks like dirt/corrosion/etc.

Nice 2025 penny. First one I've seen other than a proof.
