I got this 2023 penny yesterday and discovered it had these strange bubbles on it near the date. Is it an error or PMD?

Did you know that Pluto is still a planet in Illinois and New Mexico and has de facto recognition as a planet in Arizona?

Not PMD. Poor surface prep, trapped hydrogen/gas, etc. from the copper plating process. Not usual but not unique either. You copper plate 4.5 billion zinc disks things are bound to happen sometimes.
