Why is 5 Dollars (Siege of Fort Sumter) 2001 

The question is why is 5 Dollars (Siege of Fort Sumter) 2001 a Non-circulating coin

and 5 Dollars (The Fort Sumter) 2001 

I guess one has the same obverse as other coins from Liberia so was issued or at least given approval by the government making this an actual coin whilst the other is a fantasy coin made probably by a private mint.

Can anyone confirm that the one classified as a medal was issued by the private mint, and if so, which mint was it?  Thanks.

The NCLT was issued made by a private mint so I don't think that matters.

I did not say both the one classified as a non-circulating coin and the one classified as a medal were issued by private mints. I said the non-circulating coin was made by a private mint. I have no idea who made the other. I was trying to imply that made by a private mint or not does not determine if it is a real coin or a fantasy coin.

Here's another item that has the same obverse as the other coins from Liberia, but it's classified as a medal:

so it doesn't depend of the design of the obverse.

Just researched a bit.

its from a not official coin set I believed the set is called the Presidential Set and was made by a private US mint without the consent of the Government of Liberia.

they were listed in Krauses KM catalogues but were subsequently taken out later and given a X number.

at least one of the 5 we have falsely listed as official coin whilst it too should go to fantasy coins.
